    According to what I googled up, Justice League International #24 is the first appearance of Justice League Europe and the story Firestorm appeared in was “Across a Crowded Room…” Max Lord was apparently kidnapped in that story but I don’t possess the issue itself so I don’t know what happened or what Firestorm’s role was. It was also likely the last appearance of the Silver Age Hawkman and Hawkwoman as members of the League.

    Since the issue came out in December 1988, this would be the “Blank Slate” Firestorm, right?

    Good call Ben! Essentially it was a cattle call for new members to join the Justice League (splintering into the Justice League America and Justice League Europe). It was definitely supposed to be the “Blank Slate” Firestorm, but they missed the sideburns. Not critical, but was obvious to match-heads at the time.
