Essentially it was a cattle call for new members to join the Justice League (splintering into the Justice League America and Justice League Europe). It was definitely supposed to be the “Blank Slate” Firestorm, but they missed the sideburns. Not critical, but was obvious to match-heads at the time.

It was also likely the last appearance of the Silver Age Hawkman and Hawkwoman as members of the League.

Since the issue came out in December 1988, this would be the “Blank Slate” Firestorm, right?
