As you say, both Firestorm and the Atom have atomic powers, but Firestorm and SSK are thematically linked as the youngest members of their respective teams. Using this interpretation, the Earth-2 Hawkman serves as counterpoint to both Hawkman and Hawkwoman on the JLA side.

Also, Martian Manhunter and Dr. Fate being paired together makes me smile because I had both of their Super Powers toys as a kid and I didn’t know who either of them were for YEARS on end!
